Popularity is a funny old thing. The national statistics can be a very useful guide but they can also be somewhat misleading. You could be forgiven for thinking that Miley -- ranked #104 in 2009 -- is a popular name in this country. Yet it ranked only #288 in 2008 and #1102 in 2007. To put that in context, comparatively, there aren't that many little Mileys under the age of four.
Libby dropped sixteen places, from #62 to #78, in 2009 making it seem as if the name is in decline. But in reality, many of the 2009 Libbys will be in the same academic year group as 2008 Libbys; making the 'ground level' popularity perception more ambiguous.
I have compiled all of the data for England and Wales from 2007, 2008 and 2009. The count for each name from each corresponding year has been added together to create a top 100 list that represents the most popular names amongst children currently aged between four and seventeen months.
